Some places don't allow you be / drive topless as a man or with a bikini top as a woman elsewhere than the beach.

I nearly got a fine for going to a cafe across from the beach with a sarong around my hips & bikini top. Cop lady told me to use my sarong and cover myself more.

we have too many different jurisdictions. city, county, state park, national park so what you are wearing on the sand might be okay but get you a ticked as soon as you step on a sidewalk! Sillt!
