Originally a pant was a single leg, they were not joined together with a crotch piece, thus, if you wanted both legs covered you needed a pair of pants.

The bra did not originate as a single item for each side, it was always joined together. So nobody ever called it a pair of bras.

It's about the hands.. Guys can flick a bra strap undone with one hand, but it takes two to make a seemly job of sliding down a pair of panties..
